SEARCH PROFILE: Senior Project Manager

  • Occupancy rate: 100%.
  • Duration: indefinite, but maximum 3 years
  • Desired start date: May 1ᵉʳ, 2024

YOUR MISSIONS :

  • Design, implement and update work planning, taking into account constraints, availability, activity scheduling and participants’ workload plans.
  • Validate, with the players concerned, and with the arbitration of the steering committee and governance committees if necessary, all choices and activities, including technical ones, linked to the choice of solution, parameterization, development and implementation of the solution.
  • Organize, structure and implement projects, workgroups and workstreams linked to the project.
  • Distribute tasks and activities among the various participants, and monitor and control them
  • Ensure that customer needs are taken into account.
  • Apply the project quality assurance plan.
  • Implement risk management in line with the requirements of internal control, information security and state internal audit: identify potential risks, assess them, monitor their evolution and propose corrective actions.
  • Provide monthly dashboard(s) based on updated reporting levels for program governance committee meetings (finance, resource consumption, commitments, work progress in relation to schedule, risk management).
  • Ensure project integration with existing information systems and synchronization with ongoing projects
  • Respect PMO and enterprise architecture recommendations.
  • Organize successive customer validations to close phases
  • Work in collaboration with other departments
  • Define the human resources needed to ensure the smooth running of the program and underlying projects.
  • Identify needs and draw up job descriptions for employees in relation to project activities.
  • Organize, if necessary, the delegation of responsibilities within the program team.
  • Ensure that the solution provider provides adequate resources to carry out the work.
  • Draw up a communication plan based on the stakeholders and the organization in place.
  • Ensure that information is disseminated to all internal and external stakeholders.
  • Work with the customer to produce a training concept for users of the solution.
  • Monitor and ensure implementation of the training plan as part of overall project planning.

QUALIFICATIONS :

  • Ability to define and implement a complex deployment strategy under severe constraints
  • Ability to propose alternative solutions based on project events
  • Ability to make decisions on the basis of a wide range of information, which may at times be contradictory
  • Ability to give reasons for refusing choices, to adapt priorities to project circumstances
  • Complex structuring capability with multiple constraints, including the need to cohabit old and new applications.
  • Ability to develop a communication plan adapted to the program’s organization and stakeholders.
  • Be open to change

TRAININGS :

  • Minimum degree Bachelor University + DAS + 5 years

SKILLS :

Core competencies

  • 6+ years’ successful experience in managing application development and/or software integration projects in complex information systems
  • 3+ years’ experience in an Agile approach (Scrum and/or Kanban).

Additional skills

  • Mastery of project management techniques and tools, planning and financial monitoring tools, risk analysis and project quality management.
  • Ability to manage several projects/activities in parallel
  • Experience in managing multidisciplinary teams, with pooled resources not dedicated to the project, in a matrix-type environment
  • Ability to rapidly upgrade skills in a broad functional area
  • Minimum competence in information security (at least understanding the issues)
  • Autonomy, responsibility, adaptability, dynamism, initiative and ability to anticipate.
  • Ability to work under stress, in a team and to share knowledge
  • Relational skills at all levels – strategic, tactical and operational
  • Ability to manage teams working in a network, to motivate them over time and through difficulties
  • Negotiation skills, diplomacy, stamina, perseverance and open-mindedness
  • Experience in public administration would be a plus
  • Project management certification (IPMA, PMI or equivalent)
